CANON CITY, COLORADO - NOVEMBER 7: An inmate feeds a group of mustangs that were rounded up from the Sand Wash Herd Management Area in Colorado and now in short-term holding at the the Cañon City Correctional Complex as part of the Wild Horse and Inmate Program on November 7, 2008 in Cañon City, Colorado. The facility has around 1500 horses in holding and feeds around 150 tons of hay per week. The BLM spends around $29 million a year to care for the horses in the short and long-term sanctuaries. What to do with the horses in holding and how to deal with the herds is a controversial discussion in Washington. (Photo by Photographer Dana Romanoff / Getty Images)
